I've used 1Password since 2012, but have decided to switch because of the changes to 1Password 8. I prefer to store my vault locally and I also refuse to pay $36/year. I looked for an alternative to 1Password 7 and determined that Enpass is closest. The desktop version of Enpass is free but requires a license for mobile devices. However, I bought a lifetime license at stacksocial.com for only $30 and Enpass is working great on my Mac and my iPhone. The biggest downsides are: Enpass is not as pretty as 1Password. It's also slightly less smart about updating passwords for existing logins. Also, it's a little trickier to access newly generated passwords; I don't believe they are automatically copied to the clipboard. But overall, if you are looking for an alternative to 1Password, Enpass is a good choice.
